I'd say it's a case of false advertisement. Trailers have suggested that this is a story revolving around cloning and that it is somewhat of a comedy, but neither is true in reality.

Cloning is just a trigger for the plot here, or, at least, one of the triggers. There is a short episode where the history of cloning is discussed, which suggests some bigger discussion, but it is forgotten outside of that episode. Which is a wasted opportunity, considering that it is certainly a multi-facet topic, which the movie admits itself, actually. But outside of that, we could have replaced one of the clones with whomever else, or we could use robots/androids and the results would be exactly the same.

As a comedy it is... Not that funny. If funny at all. I know humor is subjective, so this can be just me, but I do not think there was anything that I could laugh at anyway, and there may be only a few moments that I can see someone laughing at. On the other hand, perhaps it's trying to be satirical?

The movie certainly has some satirical notes, but because it abandons its own core idea, that could have been the pillar of that satire, it just does not hit as much as it could. It's all quite shallow and cliched, without the actual bite, as if they were scared to hurt someone's feelings. Politeness rarely goes well with satire.
Even aside from that it's quite boring. There are a lot of moments that do not add anything to the movie or the world-building. It also does not make a lot of sense since the two Mickeys are nothing alike and it's somehow accepted to be normal, even by the people inside the story, but there is no reason for them to be that different. I mean, nothing extra happened to 18th before he met 17th that would make him that more confident and aggressive.

Overall, this is a fine movie for a background noise, but I that's pretty much it. Perhaps if this was a TV show with every episode exploring different aspects of this world and having a slightly different tone? But history does not care for "what ifs".
