I am one of those [rare] people, who liked original movies (was that 3 or 4 of them?), but was not hooked by SAC series. Before watching this I tried watching SAC again, dropped it again and having watched first episode of 2045, I think I know why it did not hook me.

Original movies, while having a serious tone, were concise, had very good dynamics, which were consistent through-out each movie. This is important for "serious" stories, because if you get too serious it may just become plain boring, even if the message is important. TV series lacked that for me: too often I was finding myself not understanding what's going on or just bored of it (even during some "action" scenes) or even both at the same time.

2045 is better for me in this particular regard. 1st episode was fast-paced, but not too fast paced, letting you actually follow what's going on. I can't say I see the premise "believable" yet, but it's just 1st episode, after all, maybe there will be some more background further on. At least, I am willing to continue.

For art style: I like it... In general, but not sure I like it in GITS in particular. It's too childish, I guess? It's cute overall, but GITS is supposed to be gritty. Furthermore, it lacks details if you look closely, which makes it look too plastic at times. And makes characters unreasonably young(er). I could explain why Major does, since she is fully prosthetic, but others? I mean, quite a few years has passed. Animation is passable, but I think it's more due to camera work, which does not allow you to focus too much on the finer details.

Overall, I have positive feelings about 1st episode, but will see whether it will stick.
